This would be true.
The treaty was signed on January 23rd, 1579 in the Utrecht, Netherlands. The document was a formal treaty uniting the seven provinces into the Netherlands. Unfortunately it wouldn't be recognized until the Twelve Years war treaty, by the Spanish.
