Probably The League of Nations, it was created to keep peace between nations but the problem was that they really didn't have a military backing.
Example: If Nigeria took over Chad, the League of Nations could say "stop invading people" but they don't have anything to enforce rules.
So yeah, League of Nations. That was the jewel. It was a total flop though.
