First you have to put it in y=mx+b form
Then, just plug those two numbers in.... y=-3 x=2 m(slope)=-5 b(y-intercept)=-8

-3 = -5(2) + -8 now simplify :D
           ^      ^
 -3=   -10 - 8
is that true or not? lets see

-10-8= -18

-18 is not equal to -3 so, no, it does not pass through the point (2,-3) hope this helped :D
