Answer: A New Aztec ruler (called a Huey Tlatoani) would be chosen by a council that consisted of four of the old kings relatives who were high ranking nobles, due to their relation to the king. The council usually chose one of the old kings sons or brothers.  

Explanation: so, in short a council of four chose a son or brother of the old king to be the new king in an election.
