The correct answer is false.

It is false that with the long ballot system all less important state offices would be filled on the basis of patronage.

In any determined voting district, a long ballot list all the candidates participating in the election, for all positions. It is the opposite of a short ballot, in which it lists only the major candidates for the most important offices in the district.
