The scale is measuring weight not mass.  Weight is equal to mass times acceleration, in this case acceleration refers to the gravity on Earth and Moon.  Since the gravity on the Moon is less than the gravity on Earth then the person would weigh less than on Earth, however the persons mass is unchanged.
