The only multiples of 4 between 1 and 10 are 4 and 8.

So 2/10 will have a multiple of 4, so the answer is 20%

The chance that they choose a multiple of 4 would be 20%. Think of all 10 cards as 100%. Only two of those cards are multiples of 4: 4 and 8. 2 out of 10 or 2/10 is equal to 20%.
