The digit 4 is in the hundreds place so you are rounding to the nearest 100. If you were to round to the nearest hundred, the answer would be 10,500. You always look to the right of the digit you are trying to round too and base it off of that. If its 5 and above, give it a shove and 4 and below, leave it alone meaning round down.
